FUNCTIONALITY- Carl Engineers Inc. prides itself in developing a way to build educational facilities such that school administrators and boards of education become an integral part of the process from conception to completion. This process maintains tight controls allowing the development of capital improvement budgets directed toward functional needs of educational programs.

DESIGN- CEI believes in providing an educational environment that complements the work of professional educators while encouraging the enlightenment of young minds. Accordingly, CEI does not acknowledge the proliferation of a school district's tax revenues to construct extravagant monuments. Adaptable, solid, low maintenance facilities is the goal of CEI. Facilities that will endure for generations to come.

 

ECONOMY- Once the functional needs are established, CEI develops preliminary concepts that address these needs as well as formulating a scope of work, project schedule and a “do not exceed” project budget. Upon acceptance of this conceptual phase by the school authorities, CEI proceeds with development of construction documents while closely monitoring the estimated costs. Construction management engineers are vigilant in assessing the conceptual design in usage of materials and methods of construction and how project costs are impacted.

 

COMPETITIVE PRICING- Final review of the construction documents, estimated costs and schedule is conducted jointly between CEI and responsible representatives of the school Board. Consideration for pre-purchasing critical equipment and materials is made by CEI to expedite the construction schedule and to reduce costs. CEI then develops trade contractor and supplier proposal packages for all aspects of work required for completion of the project. These proposal packages are publicly advertised and bids received. Detailed analysis of the tabulated bid results is made by CEI and recommendations made to the Board along with a comparative summary with the project budget.                 

 

TRADE CONTRACTS- Trade contracts are drawn up by CEI incorporating insurance and bonding requirements. These documents are submitted to the Board for their review and acknowledgement. While contractual matters are being finalized, CEI proceeds with setting up the construction site and coordinating the delivery of long lead-time items.

 

 CONSTRUCTION- CEI construction management engineers have been on board from the very beginning. Their monitoring of the planning and design stages as to the effect on cost and construction methods has been instrumental in getting the project to this point. They are ready to start the transformation from plans to construction and to put things in motion. Meetings with Trade Contractors are held on a regular basis so the work is coordinated such to accomplish smooth execution. Progress schedules are rigidly maintained to assure that critical completion dates are met.

A CEI field representative monitors the work of the Trade Contractors daily verifying adherence to the intent of the construction documents as well as quality standards.

 Processing of Trade Contractors pay applications including certification of work in place by the CEI construction management engineers assures continuity from design through actual placement of the work as it progresses.

FINAL COMPLETION AND OCCUPANCY- From conception to completion CEI maintains the integrity of the project. Start up and testing of equipment, State Fire Marshall and other state agency certifications, execution of guarantees and warrantees from the various Trade Contractors and Suppliers, maintenance personnel training and processing of final payment vouchers brings the project to completion.

From the very beginning the professional educators envisioned the completed project- it is now a reality. CEI acting as the facilitator, captured their vision and turned it into substance.

The final measure of the success of the project is the fulfillment of functionality- which takes us back to the very beginning.
